It appears that both medals will be made available to widows and the next of kin. It should be noticed that the Ushakov medal will only be awarded to applicants who took part in missions to the Soviet Union, not to such places as Iceland, Norway as for the Arctic Star Medal.
Regarding the Arctic Star Medal applications, they were expecting a few hundreds from surviving applicants, there have been over 4,000. Priority is being given to survivors.
